The Lahore Electric Supply Company (LESCO),
being a State-Owned Enterprise (SOE) is operating a power distribution network
and supplies electricity to more than 6.88 million valued consumers in the
approved geographic territory of Lahore, Okara, Kasur, Sheikhupura and Nankana.
LESCO is offering qualified professionals an
opportunity to apply for a senior independent position at the company. Those
eligible to apply are expected to have sound knowledge of technical, financial
matters, regulatory affairs, contract management and legal issues to establish
and lead a Market Implementation and
Regulatory Affairs Department (MIRAD). The officer shall also be responsible for the formulation,
implementation and the steering of strategies that will frame the growth and advancement
of LESCO.
Areas of Responsibility:
The incumbent will be hired in order to head
the Market Implementation and Regulatory Affairs Department (MIRAD) and will work
alongside senior management and with the support of the Board of Directors,
take decisions pertaining to implementation and operationalization of the Electricity
Market.
Chief Strategy (MIRAD) Officer will lead, manage
and coordinate, internally, within LESCO as well as externally with other
entities such as CPPA (G), NEPRA, PPIB and other DISCOs etc., activities relating
to the electricity market.
Main responsibilities of the position include
the following but are not limited to:
● Development and or implementation
of the regulatory policies on market orientation, electricity market dynamics,
and marketing strategies to involve consumers and public at large;
●
Overseeing the implementation of LESCO’s
actions with reference to implementation of Competitive Trading Bilateral
Contract Market (CTBCM) roadmap;
●
Ensuring compliance of the regulatory
directions pursuant to the electricity market;
●
Overseeing the preparation of project
documentation and leading the preparation of a Strategic Business Plan for
LESCO through close liaison with senior management and frequent interaction
with LESCO’s Board of Directors;
●
Overseeing Demand Forecasting and
Transmission Planning activities within LESCO and for necessary liaison with
the NTDC’s planning department / preparation of the IGCEF to ensure smooth
functioning of the market;
●
Effective participation
and due representation of LESCO and its viewpoint at regulatory hearings,
workshops and meetings to be held with government officials, regulatory
authorities such as NEPRA, CPPA and other stakeholders and power sector
entities with regards to the implementation and operations of the competitive
electricity market;

To develop, communicate and execute LESCO’s
strategic initiatives, including but not limited to its technical, financial
& corporate and safety risks, resource planning and management,
technological developments, business advocacy and other such strategies that
converts LESCO into a market driven and progress company.

Driving the
overall strategic vision of the organization, including brand building, new
market growth, sustainability management, product development and direction,
operational execution and inspiring a healthy culture at LESCO.
Qualification and Experience:
· The
minimum qualifications expected from the Applicant includes a Bachelor’s degree in Electrical Engineering,
Finance, Accounting, Law or Management Sciences from a reputable HEC recognized
university. Preference will be given to
applicants holding a Master’s degree in Electrical Engineering.

Have proven track record of
developing strategies at different levels focusing on different interventions
within an organization.
Experience expected from the applicant includes:
·
minimum 15-years of total experience
including 10-years of experience in power or related sectors is required.
·
The candidate should possess strong
knowledge of competitive electricity markets, the technical, commercial and
financial matters of the utility business/power sector along with regulatory
affairs, contract management and legal issues.
·
He / she must also demonstrate
knowledge and experience of market structure and transition of legacies into
open market regime.
· He / she must also be well abreast
with the CTBCM model approved by NEPRA and have the capabilities to ensure its due
implementation at LESCO.
·
Has worked in development of
strategies in different organizations.
·
Has demonstrated implementation of
company level strategic interventions.
The candidate must demonstrate leadership, communication and interpersonal skills, having some management experience of running and leading new establishments.
The candidate must comply with the Fit &
Proper Criteria and other conditions as prescribed in the State Owned
Enterprise Act, 2023.
Remuneration
& Contract Period:
Market-based competitive salary package
commensurate with qualifications and experience of candidate to be decided by
BOD at the time of selection.
The initial contract shall be for a period of
three (3) years, extendable on satisfactory performance with annual performance
evaluation to be conducted by the Board of Directors, LESCO against agreed Key
Performance Indicators (KPI’s) as detailed in the contractual arrangement
and revisited from time to time.
Age Limit:
Up to 62 years at the time of application.

a) Only shortlisted candidates will be called for interview.
b) The applicant must ensure the application is complete in all respects. The Board reserves the right to seek further information and / or documentation from any applicant as it deems appropriate.
c) Applicants shall be required to present all original documents including experience certificate at the time of interview.
