GOVERNMENT OF PAKISTAN – MINISTRY OF DEFENCE

ROLE AND RESPONSIBILITIES The person would be primarily responsible for the overall management and execution of a mega-scale government-sponsored engineering project involving multiple organizations. His duties include coordinating and implementing the scope of the project components under a distributed execution model while respecting the stringent time, budget, HR and equipment constraints. His duties also include the following: Budgeting, planning, supervising, monitoring, executing, and coordinating the project to ensure its results are in accordance with the approved Project Documents, Annual Work Plan/ Cash Plan and the rules and procedures established by the sponsoring organization and relevant government authorities. Draft documents (presentations, reports, appraisals) for national leadership, project sponsors and steering committee of the project as per relevant national procedures. Prepare, vet and approve technical and legal documents including Terms of Reference, Technical Scrutiny Reports, Request for Proposals/Quotations, within the Project’s scope and requirements for national consultants and subcontractors in line with relevant procedures. Guide and coordinate with all stakeholders over the work progress oversee its compliance with the agreed work plan and terms of reference. Keep regular contact with project teams, external experts, relevant government authorities, consultants, and sponsoring agencies to ensure that the project is executed as per its timelines and timely highlight any showstoppers. Ensure adequate and smooth information flow, discussions and feedback among the various stakeholders of the project, liaise with relevant ministries, national institutes and other relevant institutions in order to involve their staff in project activities as necessary and gather and disseminate information relevant to the project. Organize and supervise workshops, trainings, seminars, study tours, and meetings as per project’s scope and requirements. Draft correspondence and documents; finalize correspondence of both administrative and technical nature; edit reports and other documents for correctness of form and content. QUALIFICATIONS AND EDUCATION REQUIREMENTS MS/BE (ECE, CS, IT, AvE) or other relevant discipline with a minimum CGPA of 2.7 from HEC approved university. Graduates of international universities of high repute are also encouraged to apply. PREFERRED SKILLS Rich Project Management experience with proven record of managing large-scale projects Domain experts (certifications, experience, qualification) in the disciplines of IoT, AI/ML, Cloud Technologies, and Precision agriculture would be preferred. Strong team leadership, project planning for results, strategic thinking, relationship-building skills required and reflected through experience and candidate’s references. Innovative thinking that leads to practical, effective delivery strategies (grants management, technical trainings, etc.) to accomplish project activities, outputs, outcomes, and project impact. Senior level supervisory and evaluation skills of professional and support staff. Thorough practical mastery of donor compliance management requirements. Proficient in Microsoft software applications. Ability to complete tasks in a timely manner and meet deadlines. PREVIOUS EXPERIENCE At least 10 years or more of relevant experience in development & management of science & technology projects, preferably in private organizations. ADDITIONAL NOTES The successful candidate will undergo 2‐3 months of training during which he/she will be on probation.
